The CAP will outline key actions the City will take to reduce greenhouse gas (GHG) emissions and pr<img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/d885a69905bae8784bdb56f3e19aefb467a576db/original/1709842510/d0392467382fe0101cffee464aeffa9d_CAP.png?1709842510" style="width: 414px;" class="fr-fic fr-dii fr-fir">epare our community for the impacts of climate change. The CAP also identifies climate action strategies that improve equity, increase community resilience, and protect ecosystems in Lafayette. Research, development, and prioritization of various actions and policies will help us identify our climate goals and ensure alignment with other City and regional plans. Each focus area contains an overarching goal, followed by a table listing the strategies, actions, and key themes addressed. The strategies offer a clear and actionable roadmap for lowering Lafayette&rsquo;s greenhouse gas emissions while promoting community resilience and adaptation to the unavoidable impacts of climate change. The strategies are also tailored to address the unique emissions trends and projected climate risks specific to Lafayette and Boulder County. Lafayette&rsquo;s goals, strategies, and actions are broken into seven key focus areas. Together, these represent Lafayette&rsquo;s plan for climate action. Climate Action Plan

The City of Lafayette and the Lafayette Urban Renewal Authority (LURA) are partnering together on visioning for what&#39;s next for Old Town Lafayette! We are looking at whether to form a new special district or other management entity to preserve and enhance our eclectic and creative downtown. Who is the Lafayette Urban Renewal Authority?In 1999, the Lafayette Urban Renewal Authority was established with the purpose of revitalizing and redeveloping the downtown area, which was previously categorized as &quot;blighted&quot;. LURA collaborates with the City of Lafayette, private property owners, and businesses to eliminate the blight, renovate existing structures, attract new mixed-use developments, and enhance streetscapes to create an alluring and lively downtown environment. At present, Old Town has undergone a remarkable transformation into a diverse, creative, and eclectic district that hosts numerous small businesses, restaurants, museums, non-profit organizations, public art displays, and much more.What is Old Town Tomorrow: The LURA Transition Project?The tax-increment financing (TIF) that currently funds LURA&#39;s activities is set to expire in 2024. (Located to the right on a desktop, or scroll down on your mobile device.)<h2>Project Overview</h2>The City of Lafayette strives to accommodate the safe and efficient movement of people using all modes of travel while retaining our small-town livability. Beginning in November 2023, the City will partner with the Town of Erie, the Boulder County Transportation Department, and the Colorado Department of Transportation (CDOT) on a project to enhance multimodal safety and accessibility at the intersection of State Highway 7 (SH 7) and 119th Street.This project will advance commuting and multimodal improvements such as the widening of 119th Street at SH 7, improved drainage, dedicated right and left turn lanes, future transit lanes, new sidewalks, signalized crosswalks and dedicated bike lanes.<h3>Project Work Includes</h3>The project consists of improvements within and adjacent to the intersection of SH 7 and 119th Street including additional left turn lanes, right turn deceleration lanes, transit lanes for future improvements, dedicated bike lanes, sidewalks, relocating utilities, installing traffic signals, and storm water management.To bring these improvements forward, the following construction activities will take place during this project:<ul><li>Utility relocation</li><li>Roadway obstruction and material removal</li><li>Storm drainage installation</li><li>Sidewalk and curb ramp installation on SH 7 at the northwest corner of the intersection</li><li>New roadway construction, including repaving and roadway widening</li><li>The addition of dedicated bike lanes on both 119th Street and SH 7 at the intersection</li><li>Intersection traffic signal improvements</li><li>Landscape restoration</li></ul>The construction phase of the project is estimated to be substantially complete by late 2024.<h3>Funding</h3>The construction of this improvement project will be funded by the City of Lafayette, Boulder County, the Town of Erie, and federal grants. Due to the shared location among jurisdictions, the project is being completed under agreements between the City of Lafayette, the Town of Erie, and CDOT. State Hwy 7 & 119th Street Intersection Improvement Project

<h2>Project Background</h2><a href="https://goo.gl/maps/wSsgq4QiBR39B8WLA">701 S. Public Road</a> is located at the intersection of South Public Road and Kimbark Street. The Lafayette Urban Renewal Authority (LURA) originally purchased this property as part of an effort toward revitalizing a portion of South Public Road. Though LURA changed course in 2020 to not pursue <a href="https://lafayette-listens.com/701-s-public-road-redevelopment/widgets/76441/faqs#12348" rel="noopener noreferrer" target="_blank">redevelopment of the full 700 block</a>, it is still a priority to revitalize the corner lot of 701 S. Public Rd. LURA is ready to reimagine what could materialize on the property under new ownership.<h2>Why is LURA selling the Property?</h2>It is not typical, or desirable, for an Urban Renewal Authority to own property for long periods. LURA is ready to sell the property through a competitive bidding process and ask individuals or teams to submit a plan and proposal. LURA will conduct community outreach to develop Guiding Principles to show what success may look like without being overly prescriptive of the exact project we want to see. Lafayette is a creative community, so we&rsquo;re interested in new ideas from proposal teams.<h2 dir="ltr">Will the existing building remain on site? </h2>LURA is open to adaptive reuse or new construction proposals.<h2>Proposals and Sales Process </h2>Interested buyers will be asked to submit a proposal based on guiding principles established through a community engagement process. The proposal criteria will include information about the vision for the site, buyer background and experience, and a timeline. Proposals and offers will be managed through a broker representative on behalf of LURA. Based on the types of proposal responses, LURA intends to conduct further community engagement through Lafayette Listens to help assess the proposals and inform its negotiations. LURA intends to reach a level of confidence through this process that a successful bidder can be selected and enter into development agreement negotiations to close the sale of 701 S. Public Rd.

701 S. Public Road Redevelopment

<h1>City Council approved the 2023 Lafayette Building Code. </h1>On June 6, 2023, City Council approved the 2023 Lafayette Building Code. Approval formally adopts the 2021 suite of international building codes and associated local amendments. The key amendments are described below and included in the document library to right. The new codes become effective Aug. 1, 2023.<h2>What amendments were approved?</h2><a href="https://lafayette-listens.com/16798/widgets/52498/documents/45634" rel="noopener noreferrer" target="_blank">View the 2023 Building Code Update informational flyers</a>International Energy Conservation Code<ul><li>Electric-Required: One of the City&rsquo;s priorities is to reduce the reliance on natural gas. This amendment would require all-electric construction for all new residential and commercial projects, with certain exemptions for commercial projects (large systems, kitchens, hospitals, labs, industrial, etc.) </li><li>Solar-Required: The solar-required amendments would require new commercial buildings 5,000 square feet or more and major renovations of buildings 5,000 square feet or more to have a solar system installed as part of the construction. The amendment will require that solar produce two watts per square foot of useable roof space or be sized to produce 50% of the building&#39;s anticipated load. </li><li>Solar-Ready: The solar-ready amendments would prepare new homes, major renovations of new homes, new commercial buildings less than 5,000 square feet, and major renovations of commercial buildings less than 5,000 square feet for future solar installation by requiring the installation of wire or conduit from the roof to the electrical panel and providing adequate space in the electrical panel for future breaker installation. This makes the installation of solar panels in the future easier and more cost-effective to install. The amendment requires that 40% of the usable space on commercial buildings and 300 square feet for residential buildings be allocated for the installation of future solar panels. </li><li>Electric Vehicle (EV) Parking Space Requirements: The City currently requires that a percentage of parking spaces be set aside for electric vehicle charging. The proposed amendment includes two changes. The first includes a more nuanced approach to commercial projects, installing EV infrastructure where it makes the most sense. For example, a gas station would not need the same about of infrastructure as an office or hotel. Second, multi-family requirements are proposed to be increased; this increase is in recognition that renters cannot install this infrastructure themselves, and installing after construction is more expensive for owners. </li><li>Cool Roofs: Cool roofs are made of materials (typically lighter in color) that reflect more sunlight and absorb less heat. Cool roof requirements are already included in the 2021 International Energy Conservation Code, though the strengthening amendment will bring the requirements into our climate zone in recognition of increased summer temperatures and the growing problem of the heat island effect. </li><li>Horticulture Facilities: The City is exploring a strengthening amendment to improve lighting efficiency requirements in indoor horticulture facilities. Historically grow facility owners haven&rsquo;t invested in efficient lights because of the industry&rsquo;s volatile markets and shifting policies. This amendment will allow owners to install LED lights and decrease their energy consumption.</li></ul> 2021 International Residential Code &ndash; Fire Suppression SystemsThe code requires that residential structures install a fire suppression system (i.e., a sprinkler system). This requirement was introduced into the 2009 International Residential Code. The City has historically amended the code to not include this sprinkler requirement for single family homes, duplexes, and townhomes, but is proposing not to delete this provision with the 2021 building code update. This would result in all new residential buildings requiring a sprinkler system. The City is currently on the 2015 version of the I-Codes and is beginning the process of adopting the 2021 I-Codes. As part of the adoption process, jurisdictions routinely include amendments to the base codes to align procures and requirements to local conditions and to introduce strengthening amendments to advance specific community goals. The City is considering local strengthening amendments to the 2021 International Energy Conservation Code as part of the broader I-Code adoption that furthers some of the City&rsquo;s sustainability, resilience, and building safety goals.The City of Lafayette joined a cohort of eight nearby cities and Boulder County with the intent to adopt strengthening amendments to the 2021 International Energy Conservation Code that are consistent throughout the region. The cohort is also working to develop a common roadmap to achieve new net-zero construction and 100 percent renewable electricity.

Building Code Update

<h1>New Regulations Approved</h1>Regulations for accessory dwelling units were approved by City Council on Sept. 5, 2023. Detached accessory dwelling units (ADUs) were historically only allowed in the Old Town Residential zone district. The new regulations permit ADUs in most zone districts that allow single family dwellings and expand the types of ADUs to also include attached/interior units. Some basic design standards are required. No changes are proposed for the underlying standards for accessory buildings or accessory dwelling units (e.g., height, setbacks). It typically includes a kitchen and bathroom. These are sometimes referred to as mother-in-law suites or carriage houses. Detached ADUs are currently allowed in the Old Town Residential zone district.<h2>What is the Accessory Dwelling Unit Project?</h2>This project takes a fresh look at the appropriateness and potential locations for different types of accessory dwelling units in Lafayette. It is a temporary step taken in anticipation of a comprehensive revamp of the Land Use Code in 2024. The Lafayette Urban Renewal Authority (LURA) originally purchased this Property with the desire to construct a pocket park owned and maintained by the City of Lafayette. During the COVID-19 pandemic, the City Administration reevaluated priorities, resources, and expenditures, and determined it could no longer be a maintenance or programming partner. Since the site cannot be used for a city-owned park, LURA is ready to reimagine the site and sell the Property. <h2>Why is LURA selling the Property?</h2>It is not typical, or desirable, for an Urban Renewal Authority to own property for long periods. Because of this, LURA wishes to sell the Property through a competitive biddingprocess called <a href="https://lafayette-listens.com/760baselineroad/widgets/63172/faqs#10184" rel="noopener noreferrer" target="_blank">Invitation to Negotiate</a> where we ask individuals or teams to submit a plan and proposal.
