The Lafayette Urban Renewal Authority (LURA), which oversees improvement efforts for the Old Town area, is set to sunset in October 2024. The Old Town Tomorrow project aimed to work with community leaders to identify a new organizational and financing approach to lead Old Town management and improvement efforts for the next 30 years.The Old Town Tomorrow project evaluated four possible organizational and financing scenarios. The project team identified a Downtown Development Authority (DDA) as the entity most likely to deliver on the community&#39;s vision for Old Town. They concluded that a DDA could support businesses, serve as a unified voice for Old Town, and continue revitalizing Lafayette&rsquo;s downtown for years to come.<img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/11ed7029b0bf7296b97f47943ba6952f983ab415/original/1724708959/442816f7f964b127faf6b17884ad2ec9_Lafayette_Listens-04.png?1724708959" style="width: 385px;" class="fr-fic fr-dib fr-fil">DDAs are quasi-governmental entities that provide both organization and financing for downtown revitalization efforts. They are different from Urban Renewal Authorities as they can be uniquely tailored to address the specific needs and challenges of Old Town Lafayette. This includes providing small business support, place enhancements, marketing, events, economic development, and public improvements that focus on creating a vibrant downtown. DDAs facilitate partnerships with businesses, property owners, civic partners, and the city to create a self-sustaining organization designed to champion the downtown for the long term. It operates in an accountable and transparent manner and has greater financing potential to deliver public realm improvements and resources for small businesses. This plan will provide guidelines for projects and improvements that can be funded by the DDA and will be finalized if a DDA is formed. The City of Lafayette and the Lafayette Urban Renewal Authority (LURA) are partnering together on visioning for what&#39;s next for Old Town Lafayette! We are looking at whether to form a new special district or other management entity to preserve and enhance our eclectic and creative downtown. Who is the Lafayette Urban Renewal Authority?In 1999, the Lafayette Urban Renewal Authority was established with the purpose of revitalizing and redeveloping the downtown area, which was previously categorized as &quot;blighted&quot;. LURA collaborates with the City of Lafayette, private property owners, and businesses to eliminate the blight, renovate existing structures, attract new mixed-use developments, and enhance streetscapes to create an alluring and lively downtown environment. At present, Old Town has undergone a remarkable transformation into a diverse, creative, and eclectic district that hosts numerous small businesses, restaurants, museums, non-profit organizations, public art displays, and much more.What is Old Town Tomorrow: The LURA Transition Project?The tax-increment financing (TIF) that currently funds LURA&#39;s activities is set to expire in 2024. Its purpose is to facilitate the transition and ensure the plan is implemented successfully.The Working Group is comprised of 16 members, including engaged property and business owners, non-profits, cultural institutions, and residents. The Working Group meets periodically with City staff and their consultant, Progressive Urban Management Associates (P.U.M.A). (Located to the right on a desktop, or scroll down on your mobile device.)<h2>Project Overview</h2>The City of Lafayette strives to accommodate the safe and efficient movement of people using all modes of travel while retaining our small-town livability. Beginning in November 2023, the City will partner with the Town of Erie, the Boulder County Transportation Department, and the Colorado Department of Transportation (CDOT) on a project to enhance multimodal safety and accessibility at the intersection of State Highway 7 (SH 7) and 119th Street.This project will advance commuting and multimodal improvements such as the widening of 119th Street at SH 7, improved drainage, dedicated right and left turn lanes, future transit lanes, new sidewalks, signalized crosswalks and dedicated bike lanes.<h3>Project Work Includes</h3>The project consists of improvements within and adjacent to the intersection of SH 7 and 119th Street including additional left turn lanes, right turn deceleration lanes, transit lanes for future improvements, dedicated bike lanes, sidewalks, relocating utilities, installing traffic signals, and storm water management.To bring these improvements forward, the following construction activities will take place during this project:<ul><li>Utility relocation</li><li>Roadway obstruction and material removal</li><li>Storm drainage installation</li><li>Sidewalk and curb ramp installation on SH 7 at the northwest corner of the intersection</li><li>New roadway construction, including repaving and roadway widening</li><li>The addition of dedicated bike lanes on both 119th Street and SH 7 at the intersection</li><li>Intersection traffic signal improvements</li><li>Landscape restoration</li></ul>The construction phase of the project is estimated to be substantially complete by late 2024.<h3>Funding</h3>The construction of this improvement project will be funded by the City of Lafayette, Boulder County, the Town of Erie, and federal grants. Due to the shared location among jurisdictions, the project is being completed under agreements between the City of Lafayette, the Town of Erie, and CDOT. State Hwy 7 & 119th Street Intersection Improvement Project

<h1>Lafayette is Rewriting its Land Use Code</h1>The City of Lafayette is rewriting its land use code (also referred to as zoning) for the first time in nearly 40 years. The new code will be based on the community&#39;s vision for the future, as outlined in the 2021 Legacy Lafayette Comprehensive Plan. Many of the policies and strategies of the plan are best implemented through an overhaul of the City&rsquo;s development regulations.The first code was adopted in 1967 and has been amended several times since then (with the last overhaul in 1986.) Because our code no longer aligns with the community&#39;s goals or latest planning practices, the rewrite process is now underway, with the goal of adopting the new code in 2024. The new code help ensures that new development is consistent with the community&#39;s vision and meets the needs of residents and businesses.<h2>What is a Land Use Code?</h2>A land use code is a set of regulations that govern how land can be used in a city. They are also known as a zoning code. These codes are based on a community vision for the future and are intended to encourage orderly development (typically on private property) and aid in the creation of livable, vibrant communities. A code typically includes regulations like the use, height, and location of buildings, and the location of roads, parks, and other facilities.<h2>What is a Form-Based Code?</h2>A form-based code is a type of land use regulation that focuses on the physical form and context of development, like the size, shape, and placement of buildings. Form-based codes are particularly effective at promoting walkable, mixed-use communities where people can live, work, and shop within a reasonable walking distance. Form-based codes are an alternative to conventional use-based regulations, which divide a city into different types of uses, prohibiting or encouraging residential, commercial, industrial, or other developments. The use-based approach to zoning often contributes to long distances between residential uses and desired services, which has exacerbated issues like traffic congestion and suburban sprawl. Lafayette currently has use-based regulations in place. However, the city is exploring ways to incorporate form-based elements alongside use-based regulations (i.e., a hybrid code).<h2>How can I get involved?</h2>Map it! Land Use/Zoning Code

<h2>Project Background</h2><a href="https://goo.gl/maps/wSsgq4QiBR39B8WLA" rel="noopener noreferrer" target="_blank">701 S. Public Road</a> is located at the intersection of South Public Road and Kimbark Street. The Lafayette Urban Renewal Authority (LURA) originally purchased this property as part of an effort toward revitalizing a portion of South Public Road. Though LURA changed course in 2020 to not pursue <a href="https://lafayette-listens.com/701-s-public-road-redevelopment/widgets/76441/faqs#12348" rel="noopener noreferrer" target="_blank">redevelopment of the full 700 block</a>, it is still a priority to revitalize the corner lot of 701 S. Public Rd. LURA is ready to reimagine what could materialize on the property under new ownership.Recognizing that it&#39;s not typical for an Urban Renewal Authority to hold onto property for extended periods, LURA planned to sell the property in 2024. In preparation, LURA conducted community outreach to establish Guiding Principles that would shape the criteria for selecting a future property owner. However, as LURA geared up for the sale, the City expressed interest in acquiring the property to convert it into a green space, prompting LURA to enter into direct negotiations with the City.<h2>Transforming 701 S Public Road: A New Green Space for Lafayette</h2>The City&#39;s vision for 701 S. Public Road involves creating a flexible green space that honors the site&#39;s history while providing a vibrant community amenity.The existing building on the site, which may have historical ties to miners&#39; housing, was assessed and found to be ineligible for Federal and State Historic Registers. A structural evaluation further revealed that the building is in poor condition and requires significant repairs. Consequently, the City requested that LURA proceed with demolishing the structure, with plans to salvage any materials, if possible, such as the hollow bricks, for incorporation into the green space design. This will connect the future of the site with the history of the past.Once the purchase and sale agreement is approved, the City will initiate the planning process for this new green space.
